Some EUR 6.4 billion was pledged towards funding the international humanitarian aid effort in Syria during the 2022 Brussels Conference held on May 10. The amount is higher than last year and from what was originally expected. Of this amount, EUR 4.1 billion is allocated for this year and EUR 2.3 billion for 2023.

The following is an interview conducted by The Syria Report with John Bell, the managing director of Gulfsands Petroleum, a London-based oil and gas company that is the operator and joint-owner of Block 26 in northeast Syria. Among other things, this interview sheds light on sanctions, the potential production and revenues of Block 26, and illegal production by SDF and its affiliated oil companies. It also reveals how early recovery has become an increasingly prevalent framework through which companies and organisations re-frame their activities in Syria in an effort to be exempted from sanctions.

For the first time since the start of the conflict, leaked documents obtained by a U.S.-based magazine have confirmed that Russia has issued Syria two loans totalling USD 1 billion, which were then amended to USD 700 million. These loans are designed to benefit Russian oligarchs and state enterprises, several of which are sanctioned by the United States and the European Union.
