Amer Taysir Khiti is a businessman from Douma, Rural Damascus, who is closely affiliated with the Syrian regime and allegedly a key player in the country’s rapidly expanding captagon network. However, unlike many businessmen and war profiteers who emerged during the conflict, Mr Khiti did not initially benefit from economic opportunities granted by the regime as a reward for his loyalty. On the contrary, his situation appears to be quite the opposite, as his family has been linked to opposition groups. Meanwhile, Mr Khiti fled Syria and only returned to Damascus in 2018.
